People, processes, materials and (to some extent)technology are components of a human system. In this case we are talking about your software production system.

Rather than neglect one aspect and focus heavily on another, why not use different approaches to manage each? 

Manage people by addressing their needs and wants and while doing that, get them to deliver quality results through processes, using the necessary materials and leveraging appropriate technology.
